Indeed they were luxurious before that.
"Before that" means in worldly life. As explained in verse 4: 118, from among the people of all 313 Messengers, 999 out of every thousand are included in the companions of the left hand. Since they were not accepting Allah as Impartial, they were not considering this worldly life after the age of fifteen (the fourth phase of his life) as a place of cultivation of Paradise for inheriting in the eternal Hereafter (the seventh phase), and were not identifying the soul. Instead, they were leading a life preferring their wish and whim, and the bodily and worldly life, so that they didn’t belong to Allah’s single party mentioned in verse 58: 22; instead, they belonged to Satan’s party mentioned in verse 58: 19 by dividing into different groups as explained in verses 30: 30-32.
